Question New MOBO and now dual monitors isn't working.

Hello, I recently upgraded my brothers PC with a new MOBO and CPU, and now I can't get dual monitors to work. I'm plugging both monitors into the GPU and they're both detected, but the second monitor won't have any display.

I've tried restarting, updating drivers, using different cables, unplugging and replugging, and making sure extended display is on to no avail. The strange thing is that they're detected and the second monitor will flash with the display for a second when I turn extended display on and off. So I know the monitors work, one of them just doesn't seem to have any display. Any help is greatly appreciated.

It seems like you've tried most of the steps that I would have taken...
Have you tried switching them with each other?
Do they exhibit the same behavior?
Do you have access to a third monitor, or TV of any kind?

Sadly I can't switch them because one is DVI only and the other VGA only. His GPU only has a VGA and HDMI slot as well, so the second monitor is using a DVI to HDMI adapter. I tried some more troubleshooting and it might just be the monitor itself, because I tried plugging it into my own PC and it didn't work on it either.
