New mobo, Capped download speed

I got a new motherboard (Asus ROG B450f Gaming), downloaded all the drivers twice, got the LAN driver from Intel's own website, yet my internet speed is capped at 1 mb/s. Yesterday my speed was well in the 30mb/s range and i wasn't experiencing any problems. I have downloaded the drivers directly from the driver disc that came with the mobo, and also downloaded them straight from asus website. When even loading a webpage, my speed is capped at 1mb/s. I have no clue what to do. My Ethernet pop up on windows says "Public Network" even though yesterday on my older b350 mobo didn't say that.

16 gb RAM 2666
ROG B450f mobo
Evga 650w psu
Samsung 500gb ssd
Stock cpu Cooler
Windows 10 Home
 


Just did it. it installed the same intel lan 1211 driver. I am noticing that each time i restart my compter it takes upwards of 3 minutes to even have it detect my Ethernet cable (the red X). When it does, it gives me the "No internet" sign, then it takes another minute to connect. Same problem, capped at 2mb/s. (i Just took a speed test and it gave 2.6)
 


I have and the cable i am currently using, had the same 32-36mb/s speed on his computer. it seems to be the actual port or the driver.
 


unless it's capping my pc directly, it's the port and not the router. As when i tested the cable in my buddys system, it worked fine.
