New mobo/CPU, 2 beeps no display, pulsing GPU fan

I know just enough to make me dangerous, but am still very new to hardware.

PSU: 54A on 12+
HDD: Seagate 750
SSD: Intel 120 ish
GPU: gtx 275
(New) Mobo: Gigabyte 990fxa-ud5
(New) AMD FX 6350

This has been a pain. I wanted to cram the CPU and mobo in there and rewrite the SSD with a new OS disc. I was hoping it would just kind of work.

I get the two beeps but no display and the GPU fan makes a pulsing revving noise the whole time.

I'm worried maybe the GPU is in the wrong slot or something and I have no idea what I'm doing and can't see any easy answer.

People seem to say it is a PSU issue when I search similar things, but I feel like with the few things I actually changed this can't be the case. Also, everything else seems to power up strong.

Ideas?

Ugh, don't waste your time responding to this thread. I have no idea what is going on and I'm giving up. Turns out the beeps were my HDD, so I'm an idiot. Unplugged it, no beeps at all. Even with the GPU removed. Maybe my buzzer is busted so I can't find errors. I'm chalking this up to not deserving a computer.
 
Oh, by the way. It turned out to be like 6 bent CPU pins. The beeps weren't coded beeps. They were other beeps from a new device I crammed in there at the same time. Anyway, one of the pins broke right off when I tried to credit-card them back and I had to solder jewler's gold wire in place. It suuuuuuuuuuucked. Sorry for the confusion.
