New mobo/cpu combo wont boot up to BIOS

Forgive typos, on a phone. I tried the steps at

I dont have a system speaker yet and cant seem to find a place in town that has one. No light on mobo eother :/

Bought a i7 4790k and a MSI Z97 mobo. Old components include a Radeon r9 270x, a thermaltake 700w psu, and 24gb ram.

1st attempt: installed everything. It booted up to windows, but shortly thereafter would randomly restart. Monitored temps and everything seemed normal. Removed all non critical parts except GPU, 1 stick and 2 sticks of ram, wouldnt get image. Gpu wouldnt spin up. Tried removing GPU and using onboard, wouldnt get image.

Installed old parts and verified all working as normal.

RMA'd the mobo.

2nd attempt: installed all critical, plus gpu, 1 stick and 3 stick of ram. No image. Gpu doesnt spin up. No image on onboard. Tried using a dvi cable. Tried clearing cmos by removing battery. Tried different configurations of ram. Checked for bent pins and paste on cpu. Breadboarded.

I have no other ideas. My next step was going to be to rma the cpu. Any thoughts?

You may need to update the Bios for a Haswell refresh CPU or the RAM may simply be incompatible. I would rule these out before RMA'ing the CPU.

Well the RAM speeds are compatible, and Ive tried two different brands. Updating the BIOS may help, but I dont know how I could do that without being able to get to the BIOS in the first place

You would have to borrow a Haswell CPU from someone or take it to a shop and have them do it for you.
