NEW MOBO, CPU, RAM. Can’t perform clean install?

Just got an MSI B350, Ryzen 5 1600, and some G skill DDR 4.

I figured I have to do a clean install of WIN7 after putting the new components in.

Windows blue screens before the logo finishes its animation.

I thought it was the drivers on the HDD that didn’t work with the new components.

Unplugged the HDD, and tried to boot from a bootable USB with WIN7.

It blue screens in the same place.

I’m at a loss. Does anyone know what might be going on here?

 
I don’t appear to be having any trouble with the USB ports. The mouse and keyboard are working fine in the bios, and the system attempts to boot win 7 from the USB. The boot just stops and blue screens before the windows graphic finishes. This is both with the HDD connected and without it connected.
