Hi there, I'm currently running an oudatred q9300(socket 775) CPU, GA X48-DS5 MOBO ,6GB of ddr2,a GTX 1050 GPU, a samsung 860 evo 500GB SSD and a thermaltake toughpower 600w PSU. My parts have started failing so it's time for a new mobo, cpu and ram. Everyone on the internet seems to rewcommend ryzen over intel apart from the hardware store owner which claims intel is failproof while amd not so much. I'm leaning towards amd myself given the superior specs and intel's vulberabilities but I'd like to get an educated opinion before pulling the trigger. I've also heard that higher frequency memory is factory overclocked and comes with a higher failrate. My budget is tightly set at 400euros ,I'm from greece and some indicative prices are as follows for the amd side

Thanks in advance.

Solution
With the amd drop the x470 motherboard and get a msi b450 tomahawk max, it's a better board, cheaper and will run the 3600 out of the box. 3200mhz is the sweet spot for ryzen cpus, I've run 3000mhz and didnt notice any difference to be honest apart from in synthetic benchmarks.

There are a lot of people very invested in one platform or the other. If configured correctly both Intel and AMD systems work fine. I run a mix of both (currently and AMD rig for rendering work and an Intel laptop).

I can say that there is no issue with the AMD based machine and this machine does get some pretty heavy workloads to deal with. Currently the price and features vs performance are strongly in AMD's favour on the desktop so of the two systems you have suggested I'd go with the Ryzen based machine.
