New mobo new ram new HDD still BSoD trying to install windows

Hey guys, i started having blue screens a few days ago, related to ram. i wanted to upgrade anyway so i just bought new ram, didnt help, still bsod. long story short, i have replaced the motherboard, ram and hdd, plus got a new video card. Still cant even install windows without a blue screen. Is it my CPU? i cant upload dump files as i cant even install windows. CPU is about 4 years old. i cant boot into safe mode or command prompt either. lots of 0x7e, 0x50, 0x0a, 0x024. some with ci.dll. As i said this is a brand new HDD. Windows is legit.

Windows 7 home premium 64bit
I7 2700k
Asrock z77 xtreme 4
8gb Corsair vengence
seagate barracuda 3tb
PSU Corsair TX850
GTX 970 (not installed)
 
im getting 0x024 a lot, 0x03b, 0x06b, 0x0a, 0x050. ihighly doubt its 4 bad sticks of ram. dont have another omputer to test with. made a bootable usb for windows 7 last night, didnt work either. just got a process1 blue screen.
 
its an i7, no real pins to speak of, i have just cleaned and reseated, new thermal paste, new water block. so no bent pins. i am thinking more and more that i have a ad cpu 🙁
