New MOBO, RAM, CASE, Computer Turns off 2-5 seconds After Turning On

Corsair cx750 Power Supply (1 month Old)
Corsair h55 Liquid Cooling (7 months Old)
Seagate 2TB FireCuda SSHD (5-6 months Old) (Boot Drive)
128gb Kingston SSD (7-8 months Old) (game storage)

Hey, so I've searched high and low through a ton of forum posts trying to fix my computer, and so far no luck. I turn it on, and anywhere between 2-10 seconds (usually 2-5 seconds) after it starts up, it turns itself off. The Motherboard, RAM sticks and case are all new, and I bought them after this problem had started happening. I've gotten to the bios once or twice, but it usually turns off before I can get anywhere. I've taken the computer apart and rebuilt it 2-3 times, and everything is seated properly. The power supply is about a month old, because my old one shorted out during a power surge and died. The new PSU worked for my PC for about 3 weeks and then this problem started happening out of nowhere. I didn't change anything or go into the PC between when it worked and when this problem started occurring, but it won't stay on for more than 5-10 seconds. When it turns on, the fans spin, the case LEDs come on, and I can hear the SSHD whizzing. I've felt the h55's piping after it was on for 10 seconds or so and it was warm, which makes me believe that is working fine too.

I feel I should add that if I leave the computer off for a bit, and try turning it on, it lasts about 10-15 seconds, but if I try it again soon after it shuts off, it turns off 2-5 seconds after I turn it on. Based on this it makes me think its a problem with the CPU overheating, but I don't want to go buying a new cooling system if that isn't that case. Any way to test the heatsink contact or something so I can be more certain?

I've tried these fixes:
New MOBO
New RAM / Single RAM stick at a time
New Case
Unplugging everything, replugging in 1 by 1 (never fixed, just kept turning itself off no matter what was plugged in)
Reseating all Plugs
Reseating Heatsink
Trying different outlets (both in wall and surge protector)
Yes, everything is plugged in.

I might have tried some other stuff, but that is all I can remember for now.

From what I can tell, the MOBO, GPU, (probably) CPU, and RAM are all fine. The case works fine too as far as I know as well. I would try updating BIOS and stuff like that but I can't even get into BIOS to start. I don't really want to start throwing money at new stuff again since I don't know the current problem, so hopefully this comes up with something useful that saves me. If I do end up getting it to work, I'll let the thread know. I'd like this to get fixed sooner, since I do video editing for other people, so any and all help is GREATLY appreciated!

i think their might be a problem with your AIO would be my guess.

at the same time it might not be just cause it it will reboot after 5 seconnds.....

than again your cpu could be bad..... because the h55 went out.....

i would attach your AIO to another computer and see the temps

or you could take that AIO off and put the stock cooler on and see as well

if the AIO is working on another computer chances are its the CPU

Whenever I initially start up my computer, and I can make it to BIOS, i watch the CPU temperature, and it starts at about 70F and rises (quite quickly) to about 130F before shutting off, then if I try turning it on within a few minutes of it turning itself off, it shuts itself off quite quickly. Would you assume thats the cooler or the cpu at that point?
Before this problem started occurring, I never had any issues with my PC shutting down while running or anything. It just wouldn't turn on one day.
I also have probably only turned the computer on 10-15 times throughout a week long period since the problem first started, so would that be enough to ruin a CPU?

I think I'll try getting a new cooling system and post an update when it gets here and I try it out. Hopefully it isn't the CPU, as that is a lot more money than I'd like to be spending right now.

130 f is 54c which isn't extremely hot for the cpu usually the bios displays the temps in C not F

try putting a stock CPU cooler and see if it shuts down or the temps are lower

and try putting fresh thermal paste on THE CPU

before you go out and buy another CPU or AIO

I actually tried this just before you posted this answer, and it works! The h55 wasn't seating properly no matter how much a screwed it in or tightened it, so I have the stock air heatsink on and its working, but now Windows won't boot, and system repair isn't fixing it. One problem after the other, but fixing the heatsink did the trick for my PC not booting!

P.S - It was actually getting to about 70C, which I think was about 155F. Remembered the temperatures wrong last time

GO put an RMA on your AIO

you might have to do a clean install of windows because of the constant rebooting it was doing it seems like

70C is entirely to hot for a cpu at IDLE....
