New Monitor Feels like it's been lit with a flashlight.

I bought this monitor a week ago. It's great but the brightness felt too high so I tried tweaking it but soon found out that it's not really the brightness. It's just feels too white and the only way I was able to fix it was with messing around in my Nvidia control panel. Whenever I'd turn on my computer I would go to nvidia control panel and move one of the bars from 40% to any other % ( sorry can't remember the name of the bar) and it would disappear and be normal without the feeling of a flashlight.

Yesterday I upgraded to windows 10 and for some reason my Nvidia control panel won't open. So I'd figured I'd take this change and try to find and solution. It's really annoying watching this Display like this.

And I messed around with all the settings really, the only thing that worked before was the Nvidia control panel. If anyone knows anything about it I would gladly appreciate if you helped me out.

My pc specs just in case.
GeForce GTX 760
Intel(R) Core i7-4700K CPU @3.50GHz
16.00 Ram
my driver version is 353.62
p.s. I was thinking that it was my drivers messing me up or something but I'm not quite sure how to get rid of them safety and reinstall.
thank you for reading.

go to nvidea divers and download newest drivers(I know you have already) and do a clean install

make sure you plug in windows 10 32bit or 64bit whatever you have
