New monitor is causing stutters especially while turning my screen.

So i got a new monitor today (ASUS VG245H) and in certain games (which my PC has no problem running) and it constantly stutters, you can really notice it when you turn in game. I've been looking in the Nvidia control panel and i don't really see anything that fixes it. I switched from a 1360 x 768 res 60 Hz monitor. I don't know if it's freesync or anything. Please help!!
 
What are your full PC specs and what games are you trying to run? While your computer may have no trouble running a game at 1360x768 resolution, the new monitor is 1920x1080, which means the graphics hardware needs to render about twice as many pixels each frame, meaning it will send fewer frames per second to the monitor, making motion less smooth. You might potentially need a graphics card upgrade, unless reducing graphics settings in the game helps enough.

It does it with any game, Rocket league, castle miner Z, games that i can run on my xbox 360 for gods sake, my specs are a little dated but not horribly bad.
AMD FX 6300 @ 4.2 GHz
GTX 960 4Gb
16 GB Hyper Fury X RAM
