New monitor recommendation (+ video card?)

Greetings and thank you ahead of time for your assistance!!

I have a pretty basic year-old computer:

3.1 ghz AMD Phenom II X2 550
500 gig HD
GA-MA770T-UD3P motherboard
2x2 ram
ATI Radeon HD 4800
Win7 Home Premium x64
HAF 932 case
650w power supply (Dablo Tek MIGHT be the brand)

So a few weeks ago, one of my lovely children managed to break my monitor. It was an Acer and I never had any problems with it. So i was looking at a new monitor, something like

Acer G235hAbd 23" Widescreen LCD Monitor

Of course, most all monitors now are capable of more than what my video card can do, so I might just upgrade the card too. I haven't looked at cards for a long time, so I don't know what is a good "bang for the buck" card.

Budget:

Monitor: $200 or less
Video card: $200 or less
Use: Light gaming, watching videos.
