new monitor, setup upgrade

Hey, I want to get a new monitor this month, I am looking for something like AOC AG241QX or
AOC U2879VF. My budget is +-10 000 CZK (about 400 Dollars). Mostly I will be playing games, programming or working in CAD (school). I would like 1440p or higher with FreeSync (My GPU is R9 380, later I'm getting something stronger). How will 1440p look on 24" and 4k on 28" display ? I mean, won't icons, text etc. be too small to read ?

Then I would like to buy more RAM, right now I have 2x4GB, is it possible to get 2x8GB ?

I would look for a 1440p in the 27" range FreeSync is not even something I would think about. 2K IPS monitor.
In windows you can make things appear 150% larger that's how I run my 2K monitor.
