New Motherboard (Asus H61M-E) no POST

Hello, just bought a computer in parts and when i assembled it will not POST. Tried almost every other part on another computer and they work (PSU, GPU, RAM, HDD) and now im left with a dilemma. Is the CPU or MoBo faulty? (Cant test the CPU, no friends have the same socket). Is there a way to know which one it is before I try to return them? Thanks for the answer and sorry for any bad english :)
P.S. Also tried breadboarding step by step, clearing CMOS and nothing helped...

I am 100% sure that everything is connected, the GPU and CPU fans turn on, the MoBo LED-s light up, but i cannot get it to boot (no warning sounds from the MoBo)

i have the same problem as him i got Asus H61M-E mobo/4gb RAMstick/600wtts PSU i tried all possible troubleshooting but i still got the problem occured no display on monitor hdd led blink only seconds after when power is on i dont heard any beep sound..... does it mean my board has the problem?
