New motherboard now struggling to boot

OK my motherboard died the other week so I've picked a new one up from eBay, admittedly second hand. Put the new board in and it wouldn't boot to start with. Kept turning off. Removed one stick of ram and it managed to get to BIOS and into windows. It's pretty jerky in its behaviour which I just put down to incorrect drivers everywhere but interestingly it's jerky and sometimes doesn't respond to input in the BIOS menu itself.

Now I should probably attempt to return this board but I want to be sure it's not anything else.

I tried to take things a step further and installed my graphics card. Hit the power button and nothing. No BIOS nothing. Tried leaving the HDMI in the motherboard as well as the DP in the graphics card but with the card installed I don't see anything in either. As soon a I removed the card which is brand new then the motherboard output works fine

Any ideas how i can get the graphics card output to display? I even tried going to the BIOS settings and seeing PCI as the primary display method but nothing changes.

Old motherboard was an MSI z77 mpower.
New board is a gigabyte z77x d3h
Processor is a 3570k
Graphics card is an rx480.

Request the seller to send you a return shipping label since the board is not functioning.
Return the motherboard and track it.
I assume the seller did not say as is for parts.
