new motherboard, PC sent into endless boot cycle

Just upgraded my motherboard for the MSI A55m-e33 to the MSI A78M-E45 and I've put the HDD in with win 7 on it and it gets to the windows is starting screen and it reboots, I cant even boot by disc because as it loads it, it goes onto the blue screen of death.
Specs;
AMD Athlon X4 760k
Corsair xm3 4gb XD
Asus geforce 210
MSI A78M-E45
XFX 450 watt PSU
All the components are barley a month old.
 
You could try a boot in safe mode and see if you can get in that way. If you can; have a look though the event logs and see what's causing the problem. If not, write down what's on the blue screen and try googling that if its something you're unsure about (take a picture of the bsod if it disappears too fast). Alternatively you could try a fresh reinstall of windows after formatting the drive. It might also be worth checking that you've connected all the power cables to the motherboard properly.
 
The PC won't let me boot off my windows cd, it just freezes and either comes up with the blue screen or says your PC encounterd an error. I would try safe mode but I don't know how to do it on the MSI board
 
Try to note down what it says on the blue screen. & It should say what to press to access the boot options menu almost immediately when you power the pc on. It's usually one of the f keys. (It's f11 for me).
 
I know how to get into the bios and that and on the blue screen it tells me to press f8 to enter safe mode but when I do it does nothing. I cant even do a fresh install because when i boot via usb or cd it comes up with the blue screen regardless if i boot from hard drive, usb or cd
