New Motherboard Problems

So I bought a used motherboard on Craigslist (an FM2A58M-VG3+), and I'm just having a lot of issues with getting anything to work. I took out my old mother board and installed the new one just fine, I wiped the SSD on my main system with DBAN. I hooked everything up and got a USB stick ready to install Windows 10. Three things happen, it either looks like it's loading fine with the blue logo and spinning wheel but it'll sit there for hours and not do anything more, or it will say "Preparing Automatic Repair" but then just crash and reboot, or it pops up with errors like "Bad_Pool_Caller". I went out and bought a different motherboard to see if I just ended up with a dead one but just got the same exact issues. After some frustration I installed my original motherboard and the Windows installation ran smoothly and everything worked just fine. I've tried running Memtest but the PC would just power off at the beginning of the test.

Any help or ideas is very appreciated. Last resort is bringing it to a repair shop

CPU: AMD Athlon X4 860k, stock cooler
GPU: R9 270 (Although I've been doing all this without it installed and have tried with it installed)
PSU: Generic 400w power supply
SSD: 500GB Samsung
Memory: 1x4GB Corsair Vengeance DDR3

Also, the old motherboard is just some old Intel one from 2009ish, not sure what it is exactly
 
BIOS Version needed for Athlon x4 860k is P1.80 or higher.
R9 270 System Requirement 500 Watt Power Supply (Suggestion)
Athlon x4 860k has no Processor Graphics. Video card required.
Memory for Athlon x4 860k on that motherboard looks limited to DDR3 1866. No support for DDR3-2133MHz is listed.
Generic Power Supplies are not recommended.
 


I tried installing Windows 10 on the new motherboard first and that didn't work, but it worked on the new motherboard.
And I forgot the name of the program but I've used the same stick to install it on to a few different systems just fine
 


The CPU came with the motherboard already installed, so I'd assume the BIOS is up to date enough for it to work
The GPU was running fine on the old motherboard
