new motherboard wont pass post

i installed a new motherboard and itll power up but the red led indicating a cpu problem comes on along with no signal on my monitor. do i need to install the bios before i put the motherboard in

GPU: sapphire nitro r9 fury
PSU 700w crossair
DDRM: x2 8gb crossair vengence (16gb total)
i have tried reseating it and moving it around according to the manual cpu works in my old motherboard.

Have you tried resetting the CMOS and booting with only one stick of RAM?

I bought a bunch of new parts and i installed them all and everytime i power the system on and attempt to boot it in safe mode i get the red error led indicating a cpu problem. my cpu also gets really hot i do have a am3+ motherboard and a am3+ cpu is it possible they sent me a faulty cpu. i get nothing but a black screen when i try too boot it up and it atomatically shuts off after 10-20 seconds. i thought it might have been a low power issue so i changed back to my old gpu and i still got the error light and no signal on my screen. i also tried using a different cpu with the same results the motherboard lights up and all my fans turn on so i have no idea whats going on here im about to take it to best buy and have them install it, i dont know if it could be a faulty cpu.
