New motherboard. Won't turn on unless unplugged first.

So, I recently installed a new motherboard, because the old one wouldn't shutdown. It would blue screen after 5-10 minutes. Also, two of the DIMM slots were fried or something. This new one, though, won't turn ON... After shutting down, hitting the power button does nothing. There's no noise. No lights turn on. No fans move. Nothing. The reset button does nothing, also. I have to flip the PSU switch off and wait a few seconds. Flipping it back on allows me to hit the power button and all is well. I recently figured out that using a program called Simple Shutdown Timer to shutdown actually lets me turn my pc back on after being shutdown. No idea why. But back to doing it normally, I've tried hibernating, changing startup settings in windows and in bios. I've updated the bios. I've checked all the wires and connections. I've reset CMOS. Reseated the battery. I don't know why this is a thing, because it doesn't make sense. I mean, it's possible that it's a power supply thing, but this is a new Corsair CX750M and seems to work fine. Also, why would using the timer fix it? :/ It's very confusing. If someone could give me some advice, it would be greatly appreciated. And yes, I know that I should just keep using the timer then. Lol. Oh, by the way, the motherboard was refurbished (I know...), so it probably has something to do with it.

1) Do you reuse all the pc components?
2) Are you sure the DIMM slots were fried? do you see the burn mark?
3) How does the DIMM slot get burn? split water on MB? power surge and spike?
4) Can you list the cpu, MB spec? just make sure they are compatible. And where do you buy the MB? from ebay?
 
Sorry I haven't replied. I've just been using the timer to shutdown, but it doesn't seem good. I bought the motherboard on Amazon. I reused all the same parts. Everything should work fine and it DOES when I use the timer or shut it off improperly. Such as, turning it off before it goes to Windows. I've been messing with the bios, but can't figure anything out.
 
I've been trying to figure it out today and it became more obvious that it could be fixed within Windows. I tried doing these things before, but I'm thinking I didn't restart first before shutting down to test. I disabled fast boot and that completely fixed it. But this time I restarted first to apply the setting and then shutdown.
