recently a new series of msi laptops appeared in the Russian market "MSI GP62 7RE" and it has a GTX 1050ti with only 2GB of memory, not 4!!! and the price of these laptops in a bit more than gtx 1050 laptops, does anyone knows how a gtx 1050ti perform with on;ly 2gb of gddr5? is it worth it or better go with a laptop with gtx 1050

you can see the link of the laptop here: https://www.msi.com/Laptop/GP62-7RE-Leopard-Pro.html

Well, you don't need to worry about that 2 GB as the card itself would not be able to handle anything that requires more than 2 GB of VRAM, such as heavy 4k textures. Anything above 1080p is easily out of the domain of 1050Ti. Sure there can be* that one odd game but it's better than 1050 with 4 Gb as more shaders and ROP matters more. Also, more consumption results directly to use of AA and graphics quality like ultra/high/medium and the titles which can use more than 2 GB VRAM are not served by 1050TI @ ultra so.... you are kinda safe there. Say for example Witcher 3 will use more than 2 GB BUT a 1050Ti will give around 40-45 FPS at High settings rendering that scenario obsolete.
now the RAM price has increased by 30% but in reality...

now the RAM price has increased by 30% but in reality that 30% is only 2$ USD ( from 6 USD to 8 USD wholesale price approx) and why manufactures are charging an arm and leg for it is anyone's guess.
So if you need a laptop and this is in your budget you can buy it comfortably.
