We just purchased a netgear pl1200 to wire our PS4 since the wireless is proving to be pathetic to nonexistent.

The unit connected to the modem is lit, the ethernet is not being detected on the other end. We have tried multiple outlets in various rooms. Factory reset both ends, and don't know about the circuit situation. Is this most likely the wiring in the unit? It's a 1980s apartment just renovated 1 month ago.

Any ideas?

I think....
The power coming into your apt to deliver 120 V is actually three-wire, split-phase 240V. In this system a 240 V supply has a centre-tapped neutral to give two 120 V supplies which can also supply 240 V to loads connected between the two line wires. These two 120V supplies are separate, and the powerline system has to have both parts on the same 120V supply to work.

The FAQ for the PL1200 says
"Can powerline be used in homes across multiple phases?"
"Yes, but you will either suffer a noticeable loss in performance, or if the signal is too low the units will not be able to communicate."

I think it's possible that the plugs you are using are on different phases and so cannot communicate. To test this theory plug both ends...

I think it's possible that the plugs you are using are on different phases and so cannot communicate. To test this theory plug both ends into sockets on the same circuit breaker (which will be on the same phase). If they connect fine then try different sockets until you find a pair that works for you where you want to run the PS4. If they cannot connect when plugged into sockets on the same circuit breaker then RMA the PL1200 and try a new one.
