New OS problems

Ok so this is how the story goes, I was running vista 32 bit home prem. My HDD got full so i formatted it and restarted vista with the disc my PC came with. Now everything is like new. I tried to play NFS Most Wanted and it said "the procedure entry point createdxgifactory1 could not be located in the dynamic link dxgi.dll" so I found a dxgi.dll file and placed it in the folder for NFS and then it says "the procedure entry point querydisplayconfig could not be located in dynamic link library user32.dll" so I just gave up, then I thought could it be that im not running DX10?I checked dxdiag and sure enough I was running DX10 not DX11 which my 5450 supports. I uninstalled the drivers for the card and reinstalled and still at DX10, HELP

Already ran both the Update for Windows Vista (KB971512) said "this update does not apply to your system" the other did nothing
