new palit gtx 660 oc not working

hi i recently bought a palit gtx 660 oc...i installed it and when i turn on my pc nothing happen(black screen) except on the buttom right corner there was B3 displaying

maybe its not compatible with my system which is:
CPU- Intel Celeron G530
MoBo- msi h61m e23 (g3)
Ram- 6 gb
PSu-500w(+12rail is 18A)

i will be very thankful if you could help me!!

If the PSU only provides 18A on the 12V rail, then you have a problem. The 660 is rated for 24A on the 12V rail.

It isn't too high of a tier, maybe consider getting a PSU on a higher tier.
