Question New parts still same problem

So recently I upgraded my pc in order to get better fps, after clear installation of windows 10 I get still 50 fps and my cpu and gpu usage are below 60 percent

CPU: 5 2600
GPU: RTX 2070
RAM: 2x8gb 3000hz
620w
1tb+120gb ssd

Its Amd ryzen, my mobo is asrock b450-hdv
