Question New PC. All hardware recognized. Windows 11 agonizingly slow to do anything.

I built a new PC after running a 2500k since 2011. I have a 5700x, ASRock B550m pro se, 16 gb mushkin redline stiletto, a RX6650xt, and a neo Forza NFP445 1 TB drive. Every thing goes together normally, all the hardware is recognized. Just installed a fresh windows 11 from Microsoft. Oh my gosh this thing is so slow to boot, open any file explorer, render any window, even right clicking the desktop takes seconds to respond. Opening crystal disk info takes minutes. Resizing a window is slow and janky. I have literally nothing installed and task manager shows hardly any usage on CPU, memory, disk, and network. CPU temps in the 30s. It's so strange, crystal disk mark shows over 3GB/s read and write. I can't figure out if this is a hardware issue or what. Anyone see this issue before?
 
What BIOS version are you on for the motherboard? Have you updated the chipset drivers? That is a more off brand storage device and I am not sure if that may be a consideration. Everything that you are talking about points to either the storage device, or some subsystem that controls how storage is used or addressed in some way.

I updated to the latest BIOS version and the chipset drivers are installed. I thought it was storage too, but crystal disk shows 3GB/s read and write.

Everything that you are talking about points to either the storage device, or some subsystem that controls how storage is used or addressed in some way.
 
Did you clear CMOS after the BIOS update? Did you get your chipset drivers from here?
Yes to both. I swapped out three NVME with a WD black 850 and same problem. HWINFO tells me the PROCHOT EXT bit is high, throttling my processor to 120mhz on all cores. Is that just a bad motherboard sensor considering nothing is hot or running at all? This is just from a Windows boot.

I'm not sure... Seems like its either a motherboard or CPU issue considering the weirdness of what is going on. Have you checked the CPU socket for bent pins? Memtest? XMP/DOCP on?
 
It was a faulty motherboard. Examining the board hear the CPU, it's clear parts were missing from the first board. The replacement works great. Thanks for your help.
