Question New PC became extremely laggy

So my PC (less than a month old) had been perfectly fine up until 2 days ago when there was a Windows 10 update. As usual i let it update overnight.

When i hopped on the next day after work, it was so laggy i could barely open up task manager.

So i uninstalled that latest update and it seemed to have fixed the problem. That is until i woke up this morning and hopped on. Its laggy yet again and this time no Windows update for me to uninstall.

I've done a Windows System Restore to just before i had that update, but it didn't fix my issue. My disk usage also seems to spike to 100% every few seconds. Even going into my boot menu from the start up screen is very laggy

Any ideas?

Quick update: noticed my CPU is running at 0.37ghz, is that an intended function for low load/idle? If not then could that be the issue?
