NEW PC BIULD: GTX 1070 and I7-7700 random frame freeze.HELP!

Hello, dear gamers and IT specialists. I've recently built a new pc and im having this annoying frame freeze. Exemple: CS:GO runs easily on around 300fps, then randomly freezes for a second and goes back to normal 300fps. When i check MSI afterburner it shows that my cpu cores are no more than 60 degrees, which is absolutely normal inspite that csgo runs more on cpu than gpu, but this kind of freezing happens on other games too. I disabled cpu stepping, put it on high performance, played with NVIDEA control panel, nothing seems to work. Any ideas? Any tips?

My PC specs:

➤ RAM: Crucial 16 GB, DDR4, 2400 MHz, Memory voltage 1.2 V
➤ SSD: Samsung 960 EVO NVMe M.2 250GB 3200/1500MB/s, V-nand
➤ HHD: WD Blue WD30EZRZ 3.5inch 3TB SATA3 64MB
➤ Case: Cooler Master K350 Side window
➤ PSU: ATX 600W/GPS-600A8 CHIEFTEC
➤ GPU: VGA PCIE16 GTX1070 8GB GDDR5/DUAL-GTX1070-8G ASUS

You gave one game as a example. Were is the game installed HDD or SSD?

It's on HDD. Other games act similarly, random freeze for a split of second

Well it's seems that helped! I hope I don't jinx it :D but although it's quite weird inspite that it ran perfectly earlier on hdd...hmmm maybe it's cable management I did? Maybe something's wrong with psu?

I seem to have this issue with games on HDD. This is why i use SSD

Well as i see it really helped and I think the main issue is that my hdd is 5400rpm and it can't feed data to cpu and gpu fast enough. Although of you have hdd with 7200rpm you shouldn't have this problem. Thank you everyone for help!
