Question New PC Build. AIO fans not spinning, no display.

New PC build:
Ryzen 9 7900
Radeon 7900XT
ASUS B650-plus WiFi
Arctic Liquid Freezer 2 360mm AIO

I get mobo and GPU lights, chassis fans turn on, but no display and AIO fans not spinning. Left it running and after Abt 5 minutes it turned off (guessing thermal throttle). Mobo has both CPU_fan and AIO_pump headers, I've plugged the AIO pump into both with no change. Any ideas here?

Edit: I already commented this but I'm putting it here for convenience. I discovered damage to the AIO cable that prevented anything on it from getting power. The stock cooler works. I'm still getting no display tho. I've got an orange light on the motherboard. Ordered new ram to see if that works and will be sending my old ram back. Will test my old GPU tonight.

Sending AIO back as when I plugged in the stock cooler the fan spins. But I'm still not getting any display, is this memory training, I've heard it can take a while but it's been atleast 15 minutes now. Is it CPU? GPU? RAM? I'm getting lights on the motherboard and GPU, all fans spinning.
