Question new pc build and games crash at startup

I just built a new pc and all the new games are failing to load and or crash at startup and i have no idea why? I'm thinking maybe it has something to do with dx12? my previous rig played these games just fine. ive been trying to play resident evil 2. also, middle earth shadow of mordor. here is my pc setup:

cpu Ryzen 9 3900x
asus x570-e motherboard
asus RX 5700XT GPU
gskill trident z neo 32gb

Asus thor 1200 watt psu and fresh windows install version 2004.

ive installed state of decay 2 juggernaut edition and works fine. it seems like the newer games have an issue.

yes, ive installed the latest drivers for the gpu. and no secific errors. it launches and then crashes right at the beginning of loading with no error codes. just goes back to the desktop.

Ok to rule out DX11 or DX12 can you download 3dMark? They have both Dx11 and DX12 tests, and you'll see if your hardware is performing properly. Please link your results. Firestrike for DX11 and Time Spy for DX12.
