Question New PC build cannot get past Windows Install, bootloop problem

I just recently put together a new PC with all new parts besides my GPU, which I got used to save money. I can boot into the BIOS just fine, and I have tried installing Windows through a USB, which I can confirm works because I helped a friend reinstall Windows using the same USB. However, every time I try to install Windows on my own PC, it bootloops on me after loading the initial install screen to select the drive or enter the product key. I have tried everything from reseating my RAM sticks, reseating my CPU, using one RAM stick at a time with each stick, performing a memtest, and I get the same result every time. I've checked and made sure all of my pins on the cpu and motherboard are straight, I took the motherboard out of the case to test for standoff shorting. I even bought a hard drive, since I was originally trying to install to an SSD with M.2 in case my SSD was faulty, and the hard drive didn't solve my problem either. My motherboard is from MSI, so I tried contacting MSI's tech support to see if my motherboard was the issue, and they told me my RAM sticks weren't compatible with my CPU, so I then bought new compatible RAM sticks, and I got the same result. There are some occasions where it will stay on long enough to let me select the drive to download to, and then restart in the middle of the install, corrupting the drive and forcing me to wipe the drive completely. I have gone through trial and error for a very frustrating month, I've asked friends who are good with PC's and they are stumped as well, and I'm about ready to throw in the towel after wasting about $1000...

Yes, I ran the memtest already and it passed all of the tests, no issues came up. I updated the bios to the latest version 7C95v28 as well, so it's not the bios. I'll try your other suggestion though and see what happens

So I finally got around to trying the Prime 95 boot to test my pc, and it freezes and won't let me initialize any tests. What does this mean? Is this an issue with my motherboard or my cpu?

So now I've tried both Prime 95 and unbuntu. Prime 95 wouldn't let me select any kind of test and would freeze before giving me the chance. And unbuntu would do the same as Windows install and reboot while attempting to start setup. I don't know if this is caused by my cpu, motherboard, or my RAM.
