New PC Build freezes with dedicated GPU , works fine with integrated graphics.

So I decided to build a PC . My build is:
Motherboard : MSI PC Mate Z97
CPU: Intel i5 4460
GPU: Sapphire Radeon 380 4GB
RAM : 2x 4GB Kingston Hyper X 1600
PSU : Corsair VS 550w

What I tried :
Running the build with no GPU . Integrated graphics works fine.
When running with the GPU : Sometimes I see only a black screen.Not even bios start up.
Sometimes it freezes at bios start up , sometimes at windows start up and ofc randomly when idle.Also tried reinstalling windows.Tried to reset bios. Also installing integrated graphics drivers,then putting in the GPU and it's amd drivers. Same thing after my all attempts.

What is going on ?

PS : Sometimes the system can go for a couple of hours with no problem.
And it seems restarting the system leads to a black screen . Normal boot sometimes is fine.

have you changed the display output to PCI-E in BIOS before plugging the GPU into the monitor?

try running a gpu tester like Furmark or GPU-Z. Need to run them at least 60 minutes though I recommend 2-3 hours.

I can't find that option in my Bios. Also I tried Furmark . Nothing really happens.

Its just to test stability - you need to watch the rendering to look for artifacts and check the temps as it runs. If temps remain stable and you see no artifacts then it is stable.

make sure is set to PEG, not IGD

It is set to PEG , yes . Now I'm running a stres test .

I ran the stres test , and again frezees , system continues to work (all fans , etc. ) but the image frezees.

Could be faulty RAM by the sounds of it. Try memtest86

Memtest86 done. No errors. Should I change the RAM slots ? from 2 and 4 to 1 and 3 . Or it doesn't matter ?

I'm getting desperate...

PS : I must say again that , when I restart , I got no signal , but when I boot normally its almost ok... I mean is it not weird ?

it most certainly is weird. If memtest came up good and and GPU test worked but then crashed...I am inclined to say faulty gpu.
I have a few suggestions left and if they don't work consider RMA the card.

1)Try using a different cable from monitor to GPU.
2) Plug in old GPU to the same PCIe slot
3)Plug in the 380 into the 4th PCIe slot. Might have to go into BIOS to see if it is detecting it for this.

I put an old AMD Radeon HD 5450 , one problem at start up but works fine now... What now ? I can't try with another MB ...

An old GPU ended up working? Then it is more then likely the r9 380, I would RMA it and get a new one.

Update : I got two PCIe x16 Slots , One 2.0 the other 3.0 . I moved the GPU from the 3.0 slot to the 2.0 one. Now it's working fine. I changed back ... Freezes again... So I'm guessing the slot is not alright ? Is there performance differences between 3.0 and 2.0 ?

leave it in the 2.0 slot, there isn't any real difference between 2.0 and 3.0 with current GPU's (well maybe a Titan might utilise the difference).

That said, PCI-E 3.0 should work with a 2.0 card, you should get your Mboard exchanged.
