Question New PC Build Graphics Card Issue

I just built a new PC and installed Windows 11. The PC will freeze during boot-up right after the BIOS screen and never make it to Windows. When I remove the graphics card, the PC will boot up normally. I also installed an older graphics card that I know was working and it will also freeze so now I'm thinking it's the motherboard or BIOS. I have cleared CMOS, removed the motherboard battery, updated BIOS and returned the setting to factory default but none of this has helped.

One thing I noticed is the graphics card fans will start running on initial power up and then as the system is going through the boot up process, the graphics card fans will stop and the PC will lock up. I have a 1000W PSU and 2 separate PCIe cables plugged into the card. I have reseated the card a few times and have unplugged and re-plugged the power connectors. The older graphics card does the same thing. Also, when I am in the BIOS screen, the fans on the graphics card fans will continue to operate.


I don't think this affected things but I initially had the pump for the liquid CPU cooler connected to the AIO pump power connector on the motherboard and this caused a CPU fan error and the PC would not boot up normally. I had to unplug one of the 12V ATX power connectors to move the AIO pump connector to the CPU fan.

I am almost ready to disassemble the build and replace the motherboard. That would be a major hassle but wanted to see if anyone else had any thoughts before I go forward.

Here are the PC components:

i9 - 13900K

ASUS ROG Strix Z790-F

64GB G.SKILL Trident Z5 DDR5 RAM

Samsung 990 Pro SSD 4TB M.2 for my boot up drive

ASUS Dual GeForce RTX 4070 Super

Corsair RM1000x ATX Power Supply

CPU fan header is required for the PC to boot. My AIO came with a separate 3-pin cable (with only 1 wire connected onto it) that the manual said should be connected to the CPU fan header to provide speed information so that the PC thinks it exists. The CPU pump header is always running at full speed if I am not mistaken.

I suggest you move the pump back to its power connector and look for that other cable. (edit: my aio pump is powered from usb header so it doesn't have a pump cable. Best thing you can do is read the coolers manual again)

Thanks. My manual states that the pump can be plugged into the AIO Pump or the CPU header and the fan can be connected to any fan header. However my BIOS wants something plugged into the CPU fan header. Anyways I am going to put the pump into the pump header and the fan into the CPU fan header.

I figured out my problem. I have a Samsung 4TB NVME plugged into the M.2 (1) slot which shares CPU lanes with the PCIe port. Although it should not create issues, for some reason it is conflicting with the graphics card and locking up the PC during boot up. I move the SSD to a different M.2 slot and everything is working well now. Thanks for the suggestions.
