New PC build has consistent lag spikes every few minutes

Greetings, I recently built a new gaming rig for myself and I now suffer from horrible ping spikes in all the games I play. The connection isn't consistently poor but it spikes every three or four minutes. I use the same internet connection as before where the ping would remain at one point and not change. I'm not sure what caused the change. My system Specs are: intel i5-4690k Asus Z97-A ATX motherboard MSI GTX 970 16 gb Corsair Vengeance Corsair h100i cooler Pny 256gb ssd Windows 8.1

Are you using wifi or ethernet? Could be the MTU settings, although I am not sure how to permanently change the MTU settings in windows 8.1. It could also be QoS in your router/modem. Try disabling it. Try using a new dns server such as Open DNS or Google DNS.
