Hello I would like some help with a new build I have never built a pc before so I need help. My max is 1300. I also want to know if I picked good brands And if it will bottelneck

That looks like a very good build. If you wanted to save some money you could get a mid tower case instead of a full tower. But if you are happy with the full tower and have space for it then you're good to go
