New pc build issues

I have 2 main issues with a new (first) build. My current components are:

Fractal Define R5
Evga 850 G2
Gigabyte z170x - gaming 3
Intel Core i3-6100
Samsung Evo 850 M.2 250gb SSD
Crucial Ballitix Sport 8gb (2x4)
Corsair H60 cooling fan
Clean Windows 10 USB install
(No video card yet but plan on adding a MSI GTX 970 or dual MSI GTX 950 SLI down the road)

So here are my issues. First my computer posts and runs like normal except when I turn off the power supply or unplug it. Then after I plug it in or flip the switch the first time I turn it on it restarts immediately and posts on the second startup after then it runs like normal every time I start it. It only seems to restart after its been unplugged. Is this normal? Second and more importantly my system is very unstable. It keeps freezing and locking up. Some apps seem to take longer than they should to start on a clean OS install. Also when it locks up the screen bugs out and starts glitching/getting fuzzy. Maybe a graphics issue but I'm running intel hd graphics and I think I updated all the drivers and recently updated the Bios. Any help would be appreciated, thanks!
 
Have you re-checked your i3 6100 CPU socket on motherboard for bent pins. Are all your Power Supply connections made and correct wiring lead to the Power Button on the Case "Tower". Is your OS on the 250GB Samsung m.2 SSD or on SATA HDD ? I think you can try using 1 stick of memory in slot 1, then if it boots try adding other into slot 3 and hopefully all boots up. If you get nothing then reverse procedure on the memory sticks. Make sure XMP profile in your BIOS is turned off and that you have the correct Boot order.
For the moment as no way for me to tell, you could have bad memory modules "sticks" or a bad MoBo.
Most common type of DDR4 is at 2400MHz or 2800MHz using G.Skill or Corsair then Kingston.

note: do not waste money on GTX 950 or 960 SLI. One GTX 970 card is better than doing a GTX 960 SLI.
GTX 970 is the best price per performance (valued) video card on the market in 2015 and now.
If I had money to blow then I would have a $10,000 desktop with 3 Way SLI of GTX 980ti's and a whole lot more meaning a flagship Mother Board, etc. But that would actually be a waste cause 4K resolution game playing is still just scratching the surface.
 
Thanks for the info but I actually figured it out. It was a stupid mistake, I was accidentally overclocking my CPU without knowing it. The core i3-6100 only supports ram up to 2133 MHz and mine was running at 2400MHz. So I just clocked it down and now its running perfect.

Thanks for the heads up on the GPUs too I was actually thinking about going with the 970 anyway it looks like a much better deal.
