Question New pc build issues

Recently began building a new pc from all new parts, had no issues up until now, my aio fans are spinning but no rgb, I can’t get any boot signal and it seems not all the fan headers on my mobo are working even tho it’s brand new straight out of the box, I have 2 case fans, both are working condition, both turn on at first then only 1 of them continues to spin with rgb and the other stops completely

full system spec? include make and model of the psu
remove all unnecessary parts for testing?
