New PC Build Motherboard does not work properly/possible issues with Ram/Cannot detect Win7

Before I get started I will list down all the components that is my computer.

The first motherboard I got did not work. The second one boots up to the BIOS. However the computer cannot detect the Win7 on my usb stick (even though it has the Win7 startup opened). Soon after I get to the Win7 startup it no longer detects both mouse & keyboard. Both mouse & keyboard still work fine on the BIOS. Plus the RAM seem to behave somewhat bad on the motherboard. Only one seems to work at a time (more like just one working). I don't know what to do to fix it. I cannot do anything if I Win7 is not installed. I would appreciate any help that I can get, Thank You.

Edit: I forgot to mention that I have trouble with the monitor being detected as well. The first time it worked was through the GPU by Display Port, it worked only once. The Motherboard after that refuses to work with the GPU for some reason. The only way it works is through a dual setup of monitors connected to the Motherboard. This is where it gets a bit weird. Only the Display Port is working, while the hdmi remains blank (Amazon brand). Through many tests if the hdmi is not connected then the Display Port will not work, even though they are attached to different monitors. That just does not make any sense but that is how it works.
