New PC build, no post, no USB power

My tech teacher bought new PC parts for a build, and ordered me and someone else to build it.
We did everything correctly, nothing wrong, not many components.
We powered it up and all the fans lit up and started spinning. Motherboard RGB lights lit up and the hard drives span. Everything worked component wise, except we weren't getting any visuals. The USB hubs weren't working either, any of them. We tried dvi and HDMI, 2 different monitors, and 2 different keyboards. Keyboards did not light anything up.
We checked all cables, basically took it all apart and redid the build and closely analyzed all components. We couldn't figure out the problem, though it is probably super simple.

I thought dead motherboard at first.
She may have brought it back to the store last night for them to look at it but I don't know. In case it is still here, what can I do to solve this?
All components should work together.

Motherboard Asus B150L (mini itx)
CPU Intel (can't remember exact model) i5 (LGA1150)
8GB CORSAIR ram
Corsair cx500 PSU
1tb HDD WD
250gb Kingston SSD

Is returning an already used CPU to the store an option if it isn't broken?
I don't know what the cheaper option here would be. I suppose buying another motherboard wouldn't be a bad choice (It would be nice to see a motherboard that fills up a full case rather than that little mini itx in there)
 


Yes, it could be an option, if the retailer accepts it.
