Question New PC build not booting, does the motherboard need extra 4-pin CPU power cable ?

I just upgraded my motherboard and CPU to a TUF Gaming B760-PLUS and an Intel Core i5-14600KF. My PSU is a Corsair RMx Series RM650x 80 PLUS Gold.

I connected everything, but the motherboard won't boot. LEDs light up, fans are spinning, but nothing else happens. No beeps either.

I noticed the motherboard has an extra 4-pin CPU power connector, but I don't have a cable for it.

Could this be the issue? I’ve searched online and found conflicting answers: some say it’s optional, others say it’s needed. If it is required, would an adapter work?

When all else fails, read the documentation. Actually the very first thing that you do before a build is to learn something about the components is read all the documentation.
It is not an extra four pins.

Now, care to explain what are they for and if not connecting them might be the cause of the problem?
 
I suspect the graphics card isn't powering up properly. Check the power adapter cable supplied with graphics card is properly connected.
It is properly connected. RTX 4070 works fine with my old motherboard. Also tried the new mobo with a GTX 1660ti and the integrated graphics with the same result.
 
The extra 4 pin eps connector is normally not necessary.
It is there to give added power for multiple graphics cards and overclocking.
The 8 pin eps connector is likely necessary.
There should be some led status lights on the motherboard to help tell you where in the boot process it was stopped.
The usual sequence of checking is ram/cpu/boot.
Your 14700KF does not have integrated graphics. This is one example why one should spend some $25 more to buy a non F suffix processor.

Ok, located the status leds and none lights up. Must I assume it is a faulty motherboard?

It boots from a usb stick and does not use windows.

If you can run a full pass with NO errors, your ram should be ok.
Thank you but I'm not even getting to the point I can run anything. The only thing I get when powering on is fans spinning.
 
Your motherboard requires bios level 1205 to run a 14th gen processor.
Does your motherboard box have any indication of the bios level?
1205 was released 6/23.
If you bought old stock, the motherboard was released 02/23 and may not have the requisite bios.
You really want a current bios to avoid the 14th gen voltage issues.
I don't see the ability to flash the bios without a cpu so you may need to have a shop do it for you.

Bios version, according to the rightmost number below the barcode label, is 1658.

I would assume one or both of the connectors need to be connected.
8 pin or both (4 pin and 8 pin)

looks like cpu supplemental power connectors

Well, the fact I can't get any of the status leds on, no matter what I try, leads me to think it must be a faulty motherboard. I'll reimburse it an order a new one.

The 4 pin is needed if you plan to overclock your processor which would need more power. To be safe, if your PSU has a 8 pin and an 4 Pin CPU Power connected I see no harm in connecting both.
