New PC build - not starting up when pressing power button

CPU Cooler (not listed in PCPP) is LEPA NEOllusion RGB.

Description
When I plug in the PC and turn on the PSU, I see the RGB on the motherboard light up so I know it's at least getting power. If I unplug the 24 pin ATX power cable, that lighting stops so that cable appears to be working correctly. When I press the power button on the top front of the case, nothing happens at all.

Troubleshooting Steps
- Re-seated the CPU, confirmed no pins look to be bent.
- Tried using one RAM stick - no change.
- Re-seated both RAM sticks - no change.
- Confirmed HDD_LED and PWR_SW connectors are connected properly per the MOBO manual.
- All the components from the front panel of the case are connected (either to MOBO or PSU).
- Multimeter detects short when power button is pressed when connecting to PWR_SW connector.
- Had two others take a look at it as well to no avail.
- Tried plugging one of the fans that came with the case directly into the MOBO - same issue.
- Tried using a known working PSU (used that PSU's cables) - same issue.
- Tried shorting the two PWR_SW pins with a screwdriver - same issue.

Additional Details
The GPU has not arrived yet so it is not currently installed.

Any help is much appreciated! I'd really love to get this build up and running.
 
Solution
Try testing the board outside the case, only CPU and CPU cooler installed, both 24 and 8 pin power cables connected. No other wires, fans, components. Short the 2 pins and, if still no go, then I'd RMA the board.
