finished my first build and when I turned it on it gives me the phrase "Reboot and select proper boot device" Can anyone Help?

You have to insert your OS install media, and boot from that.

So I have to put the windows usb or dvd with windows into my comp first because I tried booting without my hard rives plugged in and it brought up the bio page which I couldn't get to b4

"Reboot and select proper boot device" means it cannot find anything to boot from.
Meaning it is looking for either an installed OS, or an OS to install.

And you will need a drive connected to install to.
