New to PC building here, just wondering how a 4.0GHz processor is better than a 3.5GHz, I'm really new and I'm just curious.
 
GHz (Gigahertz) is one of the many measurements of a Computer Processing Unit (CPU). The CPU is the "brain" of any computer. The faster it is in MHz or even better GHz the faster your applications will load. This is not entirely true as some processors for instance Intels current processors can function at lower GHz then AMD branded processors and still perform better.

This is just a simple explanation but in general the higher the MHz or GHz the faster the CPU is able to process instructions from your applications.
 
Actually, we could be even more real here. For LESS, you could get away with a nice xeon processor that should be on par with an i7, just without the overclocking and integrated graphics.

Not sure if you would want a different mobo and stuff with that, but a hyper 212 evo would already be more than enough cooling for it.
Edit: I now remember that you do not need a z97 mobo with an non over clockable processor. this will also save you some cash
