Question New Pc build, red DRAM light, no display, no beep.

Hello all.

I just finished putting together a new pc build, my first from scratch in many years. After putting everything together, I am getting a red DRAM light, no display, and no beeps. There was previously the CPU light as well but that went away after reseating it.

I feel like I have already tried most the recommendations for similar issues, checking power cables, reseating memory and ensuring they are in proper slots, removing cmos battery (no reset button).

All parts are new except for the power supply which is about a year old. I have tried an old video card with the same results. I don't have other parts to substitute others since my last pc is 1 or 2 generations old.

CPU - Intel Core I7 13700KF
Mobo- ASRock Z790 LGA 1700 ATX
GPU - ASRock Radeon RX 7800XT 16 GB
Memory 2x16 GSkill Trident Z5 RGB DDR5 6400
Storage - Nextorage Japan 2TB NVMe M.2 2280 PCIe gen4 internal SSD
Cooling - MSI Mag Coreliquid c 360 liquid cooler
PSU-EVGA 850 B5 80+ Bronze 850W

Which slots are the rams populating on the motherboard? They should on slots A2 and B2. Try and inspect the CPU's socket for any bent or broken pins. Loosen some mounting pressure on the AIO, by performing a 90 Deg anticlockwise turn on the screws.
 
I have tried both a2 and b2, paired and both single. I was kind of worried that there may be pins bent but since the cpu light turned off I hoped that wasn't the issue. I have tried it with both the AIO on and removed completely with the same result.

Given that the mobo is brand new would they replace it for something like that? I didn't mess with it so I'm not sure if it came that way.
