Question New PC build stutters in every game ?

I have a new pc build that is stuttering in every game i play super hard lag spikes to the point where the game goes black screen then comes back 20 seconds after. Xmp profile is enabled all drivers are up to date using dual channel for ram using 2 16gb sticks of ddr4 3800mhz.

Specs are:
ryzen 7 5800x3d
asus tuf gaming tx 3070ti 8gb oc edition
Gigabyte b550 gaming x v2
Thermaltake 750w gold psu

Cpu is undervolted by 30 but was lag spiking before that games like cs2 and mw2 and apex legends all have lag spikes so its not just one game per say only thing i can think of is the ram being 3800mhz with xmp enabled when cpu only supports 3600 thanks in advance.

EDIT: ram is 3600mhz not 3800 but when in bios ram reads 2667mhz with xmp enabled on one page in bios, then on another page it reads 3600
