Question New PC Build Troubleshooting

Everything works except for two things:

1. Initially, RTX 4060 had extremely low fps (5), even in game menus. So I used Geforce Experience to install drivers. After a few minutes of normal PC use, the latest driver causes my cursor to get jittery and then turn itself off and back on. I roll back the driver to stop the crashing and manually install an old driver on the Nvidia website but takes me back full circle to the extremely low fps problem.

2. The Ethernet port of the motherboard is capped at either 10 Mbps or 90 Mbps. It should be much higher. Once, I got lucky and it was working properly and gave 400 Mbps.

I do have an available bios update on the motherboard website but I don't know if it's worth it. Do I have a faulty part? I'm out of ideas please help.

Which BIOS version are you currently running? Can you run https://www.userbenchmark.com/ just to see if anything obvious stands out and post a link to your result. What sort of temps are you seeing with the cpu and gpu when gaming/stressing?
Solution: PCIE riser generation must match what is set in the bios. My PCIE riser is 3.0 so my bios must also be set at 3.0.
