New PC Build Windows wont boot off of a CD

In Bios its says that my optical drive is working correctly but when i try to boot off of it it doesn't work and gives me an error message that says:

Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key.

I have made sure that my optical drive is the one that is being booted from and i don't know what else to do.
