New pc build with no post or Bios

My new pc build won't post. I've installed everything correctly as far as I'm aware. But when I turn my pc on, everything powers up, all the fans, the LED's, the ram LED, the cooler, motherboard LED's and the gpu LED's. The power light is orange, the cpu light flashes up, but turns off, indicating that the cpu is fine, the DRAM light does the same, however it does take a few seconds to turn off. But after that, nothing, I get no VGA light, no BOOT light, no bios, nothing.

I've tried removing the gpu and using the Mobo's graphics, I've done every configuration of RAM possible, moved the gpu around, tried resetting the CMOS, still nothing.

Corsair H100i V2 Liquid AIO
Corsair Vengeance RGB Pro 4×8gb
MSI Geforce GTX 1080ti Gaming X Trio
Asus ROG Strix Z370-E Gaming
EVGA Supernova G3 750W
Two HDD's 1 2TB and 1 4TB, that both work perfectly
No SSD's and no installed OS
