New pc build won't boot. Boot device led red.

So i built a new pc from a few spareparts and a few new ones. When i booted it up i first got the dram led red, but reseating the ram and running memok! Fixed that problem. Now when i try to boot it starts up fine but after 10 or so seconds the boot device led lights up a solid red. And i dont get any signal to any of my screens.

What i've tried so far:
Remove the gpu (did nothing)
Use just one stick of ram (nothing)
Remove bios battery (nothing)
Remove everything from the case and run it there (nothing)
Reconnect all the wires from the psu (nothing)
Remove the 4x4 cpu power (the cpu led lit up red on the motherboard)
Remove everything except cpu, cooler, cpu, ram (nothing)
Start with a usb stick (nothing)

I thought that it had to be the cpu or motherboard, but wouldn't the cpu light always light up if it was a cpu problem?

I need some help.

That's definitely all compatible, any chance your power supply is toast?

I don't know, is there any sure way to tell? All the lights and fans on the motherboard and gpu turns on.

Remove the GPU and plug the monitor into the motherboard and see if it boots

I tried. Still no post. Have tried the "remove power kable and hold power button for 1 minute" trick too. Still nothing.

Is your ram in the correct slots per the manual?

Yes and they have been reseated and i have tried with both one and two sticks.

Okay then I'm leaning towards either bum power supply or you're missing something when building that is required

Let's see. I have PSU, GPU, CPU, RAM, Motherboard, CPU cooler, and a 1tb hdd. And ofcourse a case.

Only things needed to post are board, cpu, cpu cooler, 1 stick of ram, and a power supply and something to short the power switch pins

Strip it all the way down

It is pretty late here so that will have to wait. But if that doesn't work, what would most likely be the problem.

I would go with the 1 part of those that isn't new (psu)

But the thing is psu is also less than a week old. So it's a real stinger that it don't work.

Oh then that makes it less likely... This is just off maybe the case is Missing standoffs? Has some in wrong spot and shorting board?

I'll check when i have time. But it's an older case and is missing the original screws (not standoffs, the one you screw into the standoffs) so i had to use some other screws. Could that be a problem?
