Yes they are. But your psu is not very good, 1070 is overkill for you monitor, 1060 6gb more than enough, add an SSD, boosting speed. My edit:

Thanks haha I already have the 1070 as a gift so I dont have to worry about buying it. Other than that the only other thing I should change is my power supply right? I forgot to include that i have the 850 evo series 250 gb ssd already that i never used in my previous build.

That's not a great power supply, would recommend waiting for 8th gen i5 with 6 cores in 3 days if you'd like to go the intel route. At this price point I'd also recommend an SSD if you can add an extra $50 to the Budget. If you want maxed settings you probably will actually want a 1070. The 1060 will max normal 1920x1080, but probably not a 1080p Ultrawide.

Oh and this is a dumb question, but the 1070 I have is in my current pc build, but the rest of the pc isn't good enough for it which is why I'm upgrading everything else, so the 1070 is able to be reused for my next build right? It hasnt been in there for long maybe just 3-4 months.
 
A similar build to blankcr8, would suggest you to check out the msi tomahawk, asrock killer/extreme 4, Asus prime z370. Get the 8700k ideally. Then you won't have to worry about cpu for years to come. Otherwise the i5 would also do :
