I'm planning to build a new pc. Here are my parts

CPU: AMD - Ryzen 5 2600x
Motherboard: Gigabyte GA-AB350M Gaming 3
Memory: Kingston Fury 2x8GB 2666Mhz
Video Card: Sapphire RX580 Nitro + 8GB
Power Supply: EVGA Supernova G+ Gold 650W
Case: Thermaltake Core V21
SSD: Samsung 860 Evo M.2 250GB SSD
HDD: WD Blue 1TB (7200rpm)
Wifi USB Dongle: TPLINK TL-WN821N 300Mbps
Optical Drive: Asus DVD+RW 24x
Monitor: Dell 27" SE2717H

I have some questions.

1) Is there any suggestion to build the rig better without significantly increase the budget? I'm planning to overclock. The build above will cost me around 1400USD in my country.
2) I want to try Ubuntu as my OS but I'm not sure Sapphire RX580 Nitro + can be used with Ubuntu?
3) Will I face any driver issue?
 
If you can wait just a little longer, the B450 boards will be out pretty soon and will have improvements over the B350 ones.

All AMD graphics cards are supported on Linux. I doubt that you'll face any driver issues. Just make sure that you are up to date on your kernel and other software and you should be fine.
