Hi, i got a laptop that i have since 2015 and i already added ssd and more ram to it, but i feel like upgrading to a pc, but i suck at building, so i hope you people can help me.

I agree, At 4k the stress is mainly on the GPU so you will benefit from a setup like the above with a powerful 2080 or 2080ti GPU and midrange CPU like a Ryzen 7 2700, although you could get a more powerful CPU in the budget without too many sacrifices.
What do you intend to use this system for? Do you stream games and if so what do you use software wise? What games and software do you use most commonly?

As you will be pairing it with 4K monitor going for Intel CPU over AMD CPU will not give you any noticeable performance gain. As at 4K GPU performance impact is what really matters going for RTX2080Ti over RTX2080 will give you noticeable performance improvement.
